David Cachia

David Cachia is a senior public-sector technology executive with more than 15 years of experience across enterprise IT operations, cybersecurity, architecture, and digital transformation. He currently serves as Chief Information Officer for the Municipality of Clarington, where he is responsible for IT strategy, governance, cybersecurity, service delivery, and technology investment oversight in a regulated municipal environment.

David has more than a decade of progressive IT leadership experience, having led multidisciplinary teams spanning infrastructure, security, applications, service management, data, and emerging technologies. In his current role, he developed and secured Council approval for a multi-year Information Technology Modernization Strategy, establishing formal governance, portfolio prioritization, cyber resilience, and accountability for enterprise technology investments. He regularly presents strategy, risk posture, and performance metrics to executive leadership and elected officials.

Earlier in his career, David held senior leadership and architectural roles in healthcare and administrative justice environments, overseeing large-scale, mission-critical technology platforms supporting thousands of users. He spent approximately ten years as a senior technical subject matter expert and systems architect, providing him with deep hands-on knowledge of enterprise infrastructure, hybrid cloud environments, identity and access management, and system architecture.

David has led enterprise cybersecurity and business continuity programs aligned with the NIST Cybersecurity Framework and ISO standards and is a Certified Information Security Manager (CISM). His experience includes governance, risk integration, security awareness programs, incident readiness, disaster recovery, and executive assurance reporting.

He has also led responsible adoption of artificial intelligence in the public sector, establishing AI governance committees, policies, and structured use-case oversight, including a Microsoft Copilot proof of concept for leaders. His approach emphasizes governance, human oversight, privacy, and accountability.

David holds a Master’s degree in Computer Science with a focus on information security, a Bachelor of Information Technology, an Advanced Executive Leadership Certificate from Queen’s University, and the CIO.D designation from the University of Toronto’s Rotman School of Management. He is also a Transport Canada licensed Commercial Pilot with multi-engine and flight instructor ratings, providing additional familiarity with aviation operations and unmanned aerial systems governance.
